How are cosmetics regulated in Canada?

This states that any cosmetic distributed in Canada must be manufactured, packaged and stored under hygienic conditions. It is the responsibility of both the manufacturer and distributor to notify Health Canada of the sale of the product, along with a list of its ingredients.
What does CNF stand for?
CNF stands for Cosmetic Notification Form. It is the form that those who produce or sell cosmetic products must notify Health Canada of their sale. Under section 30 of the Cosmetics Regulations, Health Canada must be notified within 10 days of the first sale of a cosmetic product in Canada. Failure to notify Health Canada may result in the product being refused entry into Canada or withdrawn from sale.
Is a Responsible Person Required in Canada?
Yes, for cosmetics sold in Canada, a Responsible Person is required to ensure compliance with Health Canada regulations. This includes filing the Cosmetic Notification Form (CNF), verifying ingredient safety, ensuring proper labelling in English and French, and addressing regulatory queries. The Responsible Person must reside in Canada.
What is the deadline for submitting the CNF before marketing my product in Canada?
The CNF must be submitted and accepted by Health Canada before the cosmetic product is available for sale. Ideally, this form should be submitted at least 10 days before the product is available to consumers.
